Purpose This paper aims to test the causal relationship between urban-biased policy and urban-rural income gap and further examine the moderating role of government intervention. Design/methodology/approach Based on the provincial Government Work Reports and the long-term policy practice of implementing the target responsibility system, the authors construct a unique indicator of urban-biased policy in China. Further, applying the panel data of 30 Chinese provinces in 2003–2018, the authors explore the causal relationship between urban-biased policy and urban-rural income gap. Findings The results show that urban-biased policy has contributed to the widen urban-rural income gap in China, which supports Lipton's urban-biased hypothesis. Further research shows that the stronger the government intervention, the bigger the role of urban-biased policy in widening urban-rural income gap. Originality/value On the one hand, this study not only investigates the direct effect of urban-biased policy on urban-rural income gap, but also examines the moderating effect from the perspective of government intervention, which helps to enrich the relevant studies of urban-biased theory. On the other hand, the authors' findings provide the latest empirical evidence for urban-biased policy to widen urban-rural income gap and presents a reference and warning for China and other developing countries about balancing the relationship between equity and efficiency during economic development.
Economic growth target (EGT) has become an essential tool for macroeconomic administration all around the world. This study examines the effect and mechanisms of EGT on environmental pollution (EP) by using economic growth target data from provincial Government Work Reports in China from 2003–2019. The conclusions denote that EGT significantly aggravates regional EP, and it still stands after robustness tests and instrumental variable (IV) estimation. The result of mediating effect shows that EGT aggravates EP mainly from three ways: investment surge, technological innovation, and resource allocation. The result of the moderating effect shows that government’s fiscal space positively adjusts the effect of EGT on EP, while environmental regulation negatively adjusts the effect of EGT on EP. The heterogeneity test reflects that the effect of EGT on EP is more significant on provinces that adopt a “hard constraint” setting method and fulfill EGT. Our study provides a reference to better balance the link between EGT and sustainable development for the government department.
This study develops support vector regression (SVR) models for describing the complex nonlinear relationship between tribological properties (friction coefficient and wear rate) and experimental factors including load, content of filled nanoparticles and speed of relative sliding for the ultra high molecular weight polyetwearhylene composites filled with nano-ZnO particles (UHMWPE/nano-ZnO). The particle swarm optimization (PSO) algorithm is employed for optimizing the parameters of SVR models and obtaining the optimal process parameters for preparing UHMWPE/nano-ZnO. The comparison of results achieved by SVR and multivariable linear regression (MLR) exhibits the superior simulation accuracy and generalization performance of the SVR approach. Meanwhile, multifactor analysis is adopted for investigation on the significances of each experimental factor and their influences on the tribological properties of UHMWPE/nano-ZnO. This study suggests that the SVR is an efficient and novel approach in development of the UHMWPE/nano-ZnO with lower friction coefficient and perfect wear resistance.
This paper examines the effect of housing price on health of China's urban residents, and further explores the issue of health inequality. We find that the increase of housing price significantly improves people's physical health, but hurts their mental health, and this effect is affected by residents' housing wealth. Furthermore, the health inequality related to housing wealth exists in mental health rather than physical health.
Promoting the synergy of pollution and carbon reduction (PCR), as well as accelerating high-quality economic development (HQED), are the two major tasks of China’s current economic development. Thus, it is crucial to achieve a deep integration between PCR and HQED. We first construct the indicator system of PCR and HQED, and use the entropy method to assign weights to the indicator system. The coupling coordination model often portrays the level of coordinated development between systems. We apply this model to measure the synergistic relationship between PCR and HQED in 108 cities of the Yangtze River Economic Belt (YREB) in China from 2006 to 2021.We further analyze its spatial-temporal characteristics, regional differences, and convergence. The results reveal that the coupling coordination degree (CCD) between PCR and HQED in the YREB increases from 0.4234 in 2006 to 0.5832 in 2021. A higher CCD reflects a better coordinated developmental relationship between the two subsystems, and the relationship between the PCR and HQED shifts from on the verge of being uncoordinated to barely coordinated. Meanwhile, the CCD of the YREB shows a trend of decreasing downstream, midstream, and upstream, with significant spatial positive autocorrelation characteristics. Moreover, the overall differences in the CCD of the YREB from 2006 to 2021 show a fluctuating trend, with larger contributions of inter-regional differences and intra-regional differences. The convergence model reflects whether there is a tendency for the coupling coordination differences to narrow. Finally, the model indicates that there is no σ convergence but exists β convergence in the CCD of the YREB. Convergence is fastest in the downstream, followed by the midstream, and slowest in the upstream. The study reveals that the CCD of the YREB is increasing and has significant positive spatial correlation characteristics. It could utilize inter-city synergies, implement integrated strategies, and promote synergies between PCR and HQED in accordance with local conditions. Our findings provide empirical evidence and policy references for effectively promoting the deep integration of PCR with HQED.
Abstract The effect of the place-based policies on sustainable development has received substantial attention in economic research. In China, the industrial transformation and upgrading exemplary zone policy is a prominent example of such policies, as it targets old industrial and resource-based cities. The paper provides an early assessment of the policy’s capability to reduce carbon emissions. Specifically, we use data from old industrial and resource-based cities for the period of 2012–2019 and apply the difference-in-differences method to examine the policy’s influence on total carbon emissions and intensity. The results show that the policy can effectively reduce carbon emissions through reducing energy consumption, promoting urban green innovation and tertiary industry agglomeration. Compared to resource-based cities, cities with a low level of economic development and central, western cities, this impact is more notable in old industrial cities, cities with a high level of economic development and eastern cities. Additional analysis reveals that the policy has beneficial spatial radiation impacts on the nearby cities as well. In the meanwhile, the strategy may have a synergy effect on reducing carbon emissions and pollution. The results of this study may have an impact on how nations implement place-based policies and reduce carbon emissions.
